I think the toughest part would be making a manabase that works on a budget (if you're on one). You're in 5c, so you have access to the best ramp, some countermagic support for your combos/making sure RK resolves, good removal in all colors (] for example would be fucking bananas if you went with the flicker/ETB route). If you're a fan of combos, I'd sneak in ] along with ] and Splinter Twin in for the infinite combo complete boardwipe. However, abusing those ETB's would be really brutal, using cards such as ], ], ], ], ] etc. You're right, making occasional use of his ability is pretty subpar, especially combined with the fact that most Scarecrows aren't really that interesting or good. Take this with a grain of salt since I haven't actually built RK, but I think the best thing to do would be to build a 5c manabase that ramps extremely hard, then play some of the best Scarecrows and Changelings along with a heavy flicker/ETB/token creation theme.
